CSS composition and employer charges
CSS (Caja de Seguro Social) covers disability, old-age, death (IVM), professional risk, and health. Education Insurance is a separate fund for scholarships and education. Contributions are distributed:

- CSS 9.75% (IVM 8.25% + Professional Risk 0.50% + Health 1.00%)
- Education Insurance 1.25%

SIPE and pre-prepared payroll (PPE)
The employer files and pays monthly via SIPE (Sistema de Ingresos y Prestaciones Economicas) or pre-prepared payroll (PPE) in the CSS portal. Due date depends on the last digit of the RUC and falls between days 15 and 22 of the following month.

13th-month bonus and CSS
The Decimo Tercer Mes pays CSS in the payment month of each installment, but with rates different from regular payroll: employee 7.25%, employer 10.75% on the Decimo amount. To calculate the Decimo, see Panama 13th Month Bonus Calculator.
Common CSS payroll mistakes
- Using the wrong CIIU code. Professional Risk rate can vary from 1.05% to 5.67%. Verify the actual code of the activity.
- Including Prima de Antiguedad in the base. Prima does NOT pay CSS. It is a separate, exempt right.
- Not declaring the Decimo in the payment month. The Decimo pays CSS when paid (not when accrued).
- Forgetting Education Insurance. It is 1.25% employee + 1.50% employer, in addition to CSS.
- Paying late. Prevents the "paz y salvo" and triggers surcharges.
